I have the honour to approach you, under the following circumstances, with the confident assurance that I shall receive justice, and my case a reconsideration.

2. Nearly three weeks ago I received a letter from the Crown Agents for the Colonies, (copy attached, marked A), calling upon me to pay them the sum of £68, 18, 10., and referring me to a letter addressed to me from the Government of Hongkong, on the subject, which letter I had not received. At this time I was in France, but about to leave for home the following day.

3. On arrival in London, I called upon the Crown Agents, who were unable to give me any information on the subject beyond that contained in their letter, but they showed me a copy of that addressed to me from Hongkong, which threw no further light upon the matter. This last, (copy attached, marked B), the arrival of which I have been awaiting, before addressing you, reached me last night.
